OLAVARRIA INTERNATIONAL SHORT FILM FESTIVAL 2010

The Municipal Government of Olavarría and the International Short film festival organization Comitee (FICO), would like to invite film makers around the world to the fourth FICO edition, to be held in the city of Olavarria (Argentina) from April 22 to 25, 2010.

All the material which does not follow the terms and conditions expressed herein will be considered unfit and it will be out of the competition.

TERMS AND CONDITIONS

A- All short films made since 2008 to the present day will be accepted, filmed using any medium can be presented but only DVD format will be received (Pal Norm).

B- There are no nationality restrictions for the authors. All those shorts made in languages other than Spanish will have to be properly subtitled.

C- Only two short films will be accepted per author and per category. Pieces presented in previous editions of the Festival will not be received.

D- The deadline is February 26^th 2010. Films presented after this deadline will not be accepted. For those films sent by regular mail, we will count the day it was dispatched.

E- For each short film, there has to be two copies (in DVD format, Pal norm, Region 4or 0 or free) without main menu or additional features. The DVD will have to be labeled with, title, category, and year and director´s name.

Besides, a cd containing the following information:

--Two (2) stills of the short film on 300 dpi quality minimum

--One (1) photograph of the director

--One (1) image of the short film´s poster

--One (1) digital copy of the Identity card, or passport of the person responsible for enrolment in the festival.

--A trailer of the film (if any)

--A complete enrolment form

The short films will not be returned and their sole participation in the festival constitutes acceptance to include the material in the public video library.

F- The films can participate in any of the following categories:

• Fiction (maximum length 25 minutes, titles included)

• Documentary (maximum length 25 minutes, titles included)

• Animation (maximum length 25 minutes, titles included)

• Publicity

G- The film makers will authorize the use of the material for promotion of the Festival. On the other hand, they take full responsibility for the authorship of the material and they commit themselves not to present any material over which they have no rights of use. The Organizing Committee will not be held responsible for the material presented or improper use of copyright on behalf of the authors.

H-There will be a first round of selection of the material. Those films selected will participate in different sections, namely: Official Competition, Local Competition and Official Exhibition.

The list of selected material will be published on the first week of April; those film makers whose work is selected will be informed via email on the exhibition date.

I - The Organizing Committee will name a panel of judges of personalities related to the visual arts, and will award the following prizes:

BEST DOCUMENTARY Award ($ 5000. Five-thousand pesos)

BEST FICTION ($ 5000. Five-thousand pesos)

BEST ANIMATION ($ 5000. Five-thousand pesos)

BEST LOCAL SHORT FILM ($ 1000. One thousand pesos)

BEST PUBLICITY (Commemorative frame)

MENTIONS (Diplomas)

The Contest can be declared void and the judge´s decision will be final.

The winners will be announced during the award Ceremony on the last day of the Festival, April 25, 2010.

The winners will have to include the Festival´s logo on the starting credits of their films.

J - The selected material for the Official Competition and the Offical Exhibition will be exhibited during FICO´s fourth edition, to be held between the 22^nd and 25^th April, in Olavarria, Province of Buenos Aires.

K - Material´s reception:

The material can be delivered in person or sent by postal mail to Casa de la Cultura y Turismo. Cnel Suarez 2924 CP (7400). Olavarria, Pcia. De Buenos Aires, Argentina. Open from: 7 am to 1 p.m.

L- Enrolment is free of charge. The shipping costs of the material will be at the expense of the participants, as well as any other charge related to it (insurance, customs taxes, etc). The Festival will not cover any cost or expense related to the shipping of the films.

It is strongly recommended for those shorts sent from abroad to be labeled ¨ “Sin valor comercial/ No commercial value – Para usos culturales únicamente / for cultural purposes only”. In case there has to be a customs statement or declaration, please indicate ¨Sin valor comercial / No commercial value” or a cost under U$S 3 (Three U.S Dollars)

Agreeing to participate in the Festival presumes complete knowledge and acceptance of the terms and conditions of the 3^rd International Short Film Festival of Olavarria. Any question not addressed in the terms and conditions will be evaluated by the Organizing Committee.

FESTIVAL INTERNACIONAL DE CORTOS DE OLAVARRÍA 2010

El Gobierno Municipal de Olavarría y la Comisión Organizadora del Festival Internacional de Cortos de Olavarría (FICO), convocan a realizadores audiovisuales de cualquier parte del mundo a participar de la cuarta edición del FICO, a realizarse en Olavarría (Argentina) del 22 al 25 de abril de 2010.

No se aceptará material que no cumpla con cualquiera de las disposiciones de estas Bases. El mero hecho de no cumplir cabalmente con los requisitos de presentación dejará el material fuera de competencia.

BASES Y CONDICIONES

A- Pueden participar todos aquellos cortometrajes realizados desde 2008 hasta el presente, grabados en cualquier soporte, pero sólo se recibirán en formato DVD (Norma Pal).

B - Los autores pueden ser de cualquier nacionalidad. Los trabajos realizados en idiomas distintos del español deberán estar acompañados de subtítulos (debiendo éstos formar parte de la imagen).

C - Se aceptarán hasta 2 (dos) obras por realizador y por catergoría. No se podrán presentar obras que hayan participado en ediciones anteriores de Festival.

D - La fecha límite de recepción de los trabajos es el viernes 26 de febrero de 2010. No se aceptarán trabajos presentados después de la fecha mencionada. En los trabajos enviados por correo postal se tomará como fecha de recepción la que figure en el matasello.

E – De cada cortometraje se deberán presentar dos copias (en formato DVD – Norma PAL, Región 4 ó 0 -free-), sin menú ni datos adicionales. El dvd deberá estar rotulado con el título, categoría, año y director.

Además, se deberá adjuntar un cd con:

• Dos (2) fotografías del corto con una calidad mínima de 300 dpi

• Una (1) fotografía del director/es

• Una (1) imagen del cartel del cortometraje

• Una (1) copia digitalizada de ambas caras del DNI, Cédula de Identidad o Pasaporte de la persona o responsable de la entidad que realiza la inscripción del corto a concurso.

• Trailer del cortometraje si lo tuviere.

• Ficha de inscripción completa.

Los cortos enviados no serán devueltos y por su sola participación el director y/o productor de la obra acepta que el mismo sea incluido en la videoteca de la Municipalidad de Olavarría.

F - Los cortometrajes podrán ser inscriptos en alguna de las siguientes categorías:

• Ficción (duración máxima 25 minutos, incluyendo títulos)

• Documental (duración máxima 25 minutos, incluyendo títulos)

• Animación (duración máxima 25 minutos, incluyendo títulos)

• Publicitario

G - Los realizadores autorizarán el uso del material enviado con motivos de la promoción del Festival. Por otro lado, asumen la autoría de los cortometrajes y se comprometen a no presentar materiales audiovisuales y/o fonográficos sobre los que no tengan derechos de uso. La organización del Festival no se hace responsable del de las obras ni del uso

inadecuado de los derechos de propiedad intelectual por parte de los autores.

H - Se realizará una preselección del material recibido. El material que quede seleccionado se destinará a las secciones Competencia Oficial, Competencia Local y Muestra Oficial.

La lista de seleccionados se hará pública la primera semana de abril, y los realizadores cuyas obras queden en concurso serán informados por e-mail el día que será exhibido.

I - El comité organizador nombrará un jurado de premiación entre personalidades destacadas de la industria audiovisual, el cuál otorgará los siguientes premios:

Premio MEJOR DOCUMENTAL ($5000. Cinco mil pesos)

Premio MEJOR FICCIÓN ($5000. Cinco mil pesos)

Premio MEJOR ANIMACIÓN ($5000. Cinco mil pesos)

Premio MEJOR CORTO LOCAL ($1000. Mil pesos)

Premio MEJOR CORTO PUBLICITARIO (Plaqueta)

MENCIONES (Diplomas)

Los premios pueden declararse desiertos, y el fallo del jurado será inapelable.

El anuncio y entrega de premios se realizará durante la jornada de clausura del Festival, el domingo 25 de abril de 2010.

Los cortometrajes ganadores deberán incorporar a sus créditos iniciales el premio obtenido acompañado del logo del festival.

J - Los videos seleccionados que participarán en la Competencia Oficial y en la Muestra Oficial serán exhibidos durante la 4ta. edición del FICO, a realizarse entre los días 22 y25 de abril en Olavarría, Pcia. de Buenos Aires.

K - Recepción de Material:

Los trabajos podrán entregarse personalmente o enviarse por correo postal a la Casa de la Cultura y Turismo. Cnel. Suárez 2924. CP(7400). Olavarría, Pcia. De Buenos Aires, Argentina. Horario de atención: de 7 a 13hs.

L- La inscripción es gratuita. Los costos de envío de las copias corren por cuenta de los participantes, como así también otros cargos relacionados (seguros, tasas, impuestos de aduana, etc.). El Festival no abonará en ningún caso costo alguno ocasionado por el envío de las obras.

Se recomienda que las películas procedentes del extranjero estén rotuladas con la leyenda “Sin valor comercial/ No commercial value – Para usos culturales únicamente / for cultural purposes only”. Si fuera necesario completar una declaración de aduana y/o recibo pro-forma, deberá indicarse “Sin valor comercial / No commercial value” o un monto inferior a U$S 3 (tres dólares estadounidenses).

La participación en la presente convocatoria supone el conocimiento y la total aceptación de las Bases y Condiciones del 3º Festival Internacional de Cortos DE Olavarría. Cualquier cuestión no contemplada en el reglamento será resuelta por los organizadores.
